Here we have the Police Hotline operating 247 and I must admit they do quickly pick up the call but I can't say much about how fast they reach the crime scene or acted on a report by samaritans. Well we can have the most efficient method to alert them but if we have more ignorant than concern citizens then it beats the purpose :)
